Secure and Verifiable Identification, SVID

Colorado law CRS 24-72.1-102 defines Secure and Verifiable Identification (SVID) as: “a document issued by a state or federal jurisdiction or recognized by the United States government and that is verifiable by federal or state law enforcement, intelligence, or homeland security agencies”.

Common Forms of Secure and Verifiable Identification

The most common forms of SVID seen by a notary include a current state driver’s license, non-driver ID, military ID, and US Passport or US passport card.

A Native American tribal ID card, issued by a federally recognized Indian tribe, is acceptable.

Matricula Consular and Border Crossing Cards (from Mexico) are not acceptable.

Less Common Forms of Secure and Verifiable Identification

• Valid foreign passport with I-94 or valid processed for I-551 stamps (Exception: Canadian Passport may not have I-94 attached)
• Valid I-94 issued by U.S. Immigration with L1 or R1 status and a valid Canadian driver’s license or valid Canadian identification card
• Valid I-551 Resident Alien/Permanent Resident card (green card)  No border crosser or USA B1/B2 Visa/BCC cards.
• Valid I-688 Temporary Resident, I-688B, and I-766 Employment Authorization Card with intact photo
• Certificate of Naturalization with intact photo
• Certificate of (US) Citizenship with intact photo

A notary must use reasonable care to identify the document signer.  If the signer is personally known to the notary, that is acceptable identification.  If the signer is not personally known to the notary, the notary must receive satisfactory evidence of identification to prevent fraud.

The acceptable forms of identification for use by a Colorado notary are listed in CRS 24-21-507.  It includes a form of government identification, not expired by more than one year, that contains a signature or photograph of the individual, and is satisfactory to the notary.

Primary ID should contain a photograph and/or a signature of the customer.  Supplemental ID may be used as additional supporting evidence.  A credible witness may also be used to identify the signer.

Note: For notarizing a circulated petition, the petition circulator may use the forms of identification, listed in CRS 1-1-104(19.5), under Colorado election laws.
