The document may be used to develop a business <strong>Written Information Security Policy (WISP)<\/strong>.<\/p>\n<p style=\"text-align: justify;\">NIST is a partner with the <strong>Small Business Administration<\/strong> (<strong>SBA<\/strong>) and the <strong>Federal Bureau of Investigation<\/strong> (<strong>FBI<\/strong>) in an information security awareness outreach to small businesses.\u00a0 NIST developed <strong>NIST IR 7621<\/strong> as a reference guide for small businesses.\u00a0 It presents the fundamentals of a small business information <strong>security program<\/strong> in non-technical language.<!--more--><\/p>\n<p style=\"text-align: justify;\">Small businesses have less expertise and fewer resources than big businesses for implementing a <strong>cybersecurity<\/strong> program.\u00a0 This may be viewed as a weakness by criminals, making small businesses a target for attack.<\/p>\n<p style=\"text-align: justify;\">There are several <strong>benefits<\/strong> by following the cybersecurity\u00a0 guidelines in NISTIR 7621:<br \/>\na) <strong>Target hardening<\/strong> makes a small business a more difficult target for cybercriminals to attack and penetrate.\u00a0 Criminals are more likely to attack an easy target than a target with a strong defense.\u00a0 The cost to implement a security program is less expensive than the potential loss of time, customers, business, and reputation, and lawsuits due to <strong>negligent security<\/strong>.<\/p>\n<p style=\"text-align: justify;\">b) <strong>Reduced liability risk<\/strong> following published <strong>security standards<\/strong> from the NIST reduces the <strong>risk<\/strong> of a <strong>data breach<\/strong> and lawsuits from clients and customers, demonstrates <strong>good faith<\/strong> on the part of the small business to use <strong>reasonable care<\/strong> to protect information and systems from attacks, theft, malfunction, and disasters.<\/p>\n<p style=\"text-align: justify;\">c) <strong>Helps to qualify for cyber insurance<\/strong> to protect against major losses.\u00a0 Insurance companies require certain security measures before they will issue a <strong>cyber insurance<\/strong> policy.\u00a0 They ask about computer system operations and security on the insurance application.<\/p>\n<p style=\"text-align: justify;\">NISTIR 7621 has several sections.\u00a0 <strong>Section 2<\/strong> describes basic security for all small businesses.\u00a0 <strong>Section 3<\/strong> describes policies for a higher level of security.\u00a0 <strong>Section 4<\/strong> provides additional guidelines for <strong>business continuity planning<\/strong>, <strong>disaster recovery<\/strong>, cost reductions, and writing <strong>security policies<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Some businesses may also be required to comply with <strong>state and federal laws<\/strong> and regulations on data security and privacy such as HIPAA, SOX, PCI DSS, FERPA, and others for medical, financial, banking, credit card, education, legal and other records.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"20_Absolutely_Necessary_Cybersecurity_Actions_for_Small_Business\"><\/span><strong>2.0 Absolutely Necessary Cybersecurity Actions for Small Business<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><strong>2.1 Manage Risk<\/strong> conduct a <strong>risk assessment<\/strong> to identify risks, implement protection to eliminate or reduce the identified risks, conduct annual IT <strong>security review<\/strong> by an independent auditor.<\/p>\n<p style=\"text-align: justify;\"><strong>2.2 Install antivirus, anti-malware, anti-spyware software<\/strong> use and update on a regular basis, set for auto-update and auto-scan once per day, employees working at home must use same protection as at work.<\/p>\n<p style=\"text-align: justify;\"><strong>2.3 Install a hardware firewall<\/strong> such as a <strong>router<\/strong> between internal network and the Internet, employees working at home must use same protection as at work.\u00a0 Default weak Admin password must be changed to a <strong>strong password<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>2.4 Install a software firewall<\/strong> on each computer used, either Windows\u00ae firewall or commercial software firewall.<\/p>\n<p style=\"text-align: justify;\"><strong>2.5 Install all software updates<\/strong> to operating system and applications promptly, use auto-update where available.<\/p>\n<p style=\"text-align: justify;\"><strong>2.6 Make <span style=\"text-decoration: underline;\"><a href=\"https:\/\/abclegaldocs.com\/blog-Colorado-Notary\/offline-backup-data-storage\/\" target=\"_blank\" rel=\"noopener\">backup copies<\/a><\/span><\/strong> of important data files on a regular schedule, use auto-backup if possible, store on <strong>removable media<\/strong> or <span style=\"text-decoration: underline;\"><strong>cloud storage<\/strong><\/span> provider (using <strong>encryption<\/strong>), test backup copies periodically by restoring some files, make a <strong>full backup<\/strong> once a month, and store it <strong>offsite<\/strong> in a protected location.<\/p>\n<p style=\"text-align: justify;\"><strong>2.7 Control physical access<\/strong> to computers and networks, lock up computers when not in use, keep screen hidden from others or use <strong>privacy screen<\/strong>, prevent visitors, vendors, cleaning crew, maintenance, and repair people from gaining access.<\/p>\n<p style=\"text-align: justify;\"><strong>2.8\u00a0 Secure wireless networks<\/strong> do not broadcast <strong>SSID<\/strong>, change admin password from default value to <strong>strong password<\/strong>, do not use obsolete <strong>WEP<\/strong> or <strong>WPA<\/strong> encryption, use <strong>WPA2<\/strong> (older, phase out), or current <strong>WPA3<\/strong> (strongest) with <strong>AES encryption<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>2.9 Conduct security training<\/strong> on a regular basis, initial training for new employees, refresher training for all employees, review security policies for protected data, develop a culture of security, have employees sign a statement agreeing to follow security policies.<\/p>\n<p style=\"text-align: justify;\"><strong>2.10 Require separate user account<\/strong> for each user to operate from, with <strong>limited privileges<\/strong>, only system manager may have full <strong>admin privileges<\/strong>.\u00a0 <strong>Strong passwords<\/strong> are required, using a random sequence of upper, lower case, numbers and special characters, at least <strong>12 characters<\/strong>. [Note: we use strong passwords of 16 to 32 characters, where supported, generated by a random password generator that also displays the estimated password entropy.]<\/p>\n<p style=\"text-align: justify;\"><strong>2.11 Limit access to systems and data<\/strong> on a need-to-know basis, limit authority to install software, do not allow a single person to initiate and approve a transaction.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"30_Highly_Recommended_Cybersecurity_Practices\"><\/span><strong>3.0 Highly Recommended Cybersecurity Practices<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><strong>3.1 Do not open email attachments<\/strong> unless you are expecting the email from a trusted sender.<\/p>\n<p style=\"text-align: justify;\"><strong>3.2 Do not click on web links<\/strong> in email, instant messages, <strong>social media<\/strong> unless it is a known trusted link.<\/p>\n<p style=\"text-align: justify;\"><strong>3.3 Watch for harmful pop-up windows<\/strong> and other <strong>hacker<\/strong> tricks, close pop-up windows by clicking on the X in the upper right corner of the pop-up window, or turn on <strong>pop-up blocker<\/strong> in the web browser.\u00a0 Do not insert CDs, DVD discs\u00ae , or USB flash drives from an unknown or untrusted source, <strong>disable AutoRun<\/strong> for USB ports, CDs, and DVDs.<\/p>\n<p style=\"text-align: justify;\"><strong>3.4 Use a secure browser connection (HTTPS)<\/strong> for online business and banking, after your online business session, erase web browser cache including temporary internet files, cookies, and history.<\/p>\n<p style=\"text-align: justify;\"><strong>3.5 Exercise due diligence in hiring employees<\/strong> including criminal background check, sexual offender check, credit check, and call references and former employers, call schools to verify attendance, grades, and degrees earned.<\/p>\n<p style=\"text-align: justify;\"><strong>3.6\u00a0 Use a standard user account<\/strong> when online, not an administrative user account, administrative rights can allow malicious software to install itself.<\/p>\n<p style=\"text-align: justify;\"><strong>3.7\u00a0 Do not download software from unknown websites,<\/strong> the website must be a trusted website such as a major corporation, well-known vendor, or scanned by anti-malware software.<\/p>\n<p style=\"text-align: justify;\"><strong>3.8 Get training or help with information security<\/strong> when needed, take classes and webinars at your local SBDC, SCORE office, SBA office, community college, webinars from trusted vendors.\u00a0 Before hiring a <strong>security consultant<\/strong> check references and qualifications.<\/p>\n<p style=\"text-align: justify;\"><strong>3.9\u00a0 Dispose of old computers and media securely<\/strong> use <strong>secure delete<\/strong> or <strong>disk wipe<\/strong> to destroy data on hard disks (standard delete and formatting does not erase data), destroy old CDs, DVDs, floppy disks, shred paper documents with a <strong>crosscut shredder<\/strong> or incinerate.<\/p>\n<p style=\"text-align: justify;\"><strong>3.10 Protect against social engineering<\/strong> do not give personal or confidential information to any <strong>unauthorized person<\/strong> by phone, email, or other means.\u00a0 Criminals may use the information found on websites and <strong>social media<\/strong> to gain your confidence to reveal information.<\/p>\n<p style=\"text-align: justify;\"><strong>3.11 Create an asset inventory<\/strong> of hardware, software, and information, update annually.<\/p>\n<p style=\"text-align: justify;\"><strong>3.12\u00a0 Use encryption for business information<\/strong> such as BitLocker\u00ae , <strong>Encrypting File System<\/strong> (EFS), use full disk encryption when available, write down the <strong>encryption key<\/strong> and store it in a safe place, encrypt data on <strong>mobile devices<\/strong> such as smartphones, tablet PCs, and laptop PCs, <strong>encrypt removable media<\/strong> such as USB <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/abclegaldocs.com\/blog-Colorado-Notary\/samsung-usb-3-0-mini-flash-drive-fit-128gb\/\" target=\"_blank\" rel=\"noopener\">flash drives<\/a><\/strong><\/span>, CDs, DVDs, <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/abclegaldocs.com\/blog-Colorado-Notary\/backup-files-to-micro-sd-memory-card\/?relatedposts_hit=1&amp;relatedposts_origin=10110&amp;relatedposts_position=2&amp;relatedposts_hit=1&amp;relatedposts_origin=10110&amp;relatedposts_position=2\" target=\"_blank\" rel=\"noopener\">memory cards<\/a><\/strong><\/span>.<\/p>\n<p style=\"text-align: justify;\">Use encrypted email such as <strong>Proton\u00ae Mail Plus<\/strong> or free <strong>Mailvelope\u00ae\u00a0<\/strong> browser extension to add <strong>PGP\u00ae encrypted email<\/strong> to Gmail\u00ae , Yahoo\u00ae , or Outlook\u00ae webmail.\u00a0 <strong>Thunderbird\u00ae\u00a0<\/strong> email client also supports encrypted email using PGP or <strong>S\/MIME<\/strong> <strong>digital certificates<\/strong>.<\/p>\n<h2 style=\"text-align:
