U.S. Territories are sub-national administrative divisions directly overseen by the United States federal government.<\/p>\n<p style=\"text-align: justify;\">Currently, the United States has <strong>sixteen territories<\/strong>, but only <strong>five<\/strong> are permanently <strong>inhabited<\/strong>.<\/p>\n<p style=\"text-align: justify;\">In population order, the U.S. Territories, their\u00a0capitals, locations, and populations are:<br \/>\n1. <strong>Puerto Rico<\/strong>, San Juan, Caribbean, 3.4 million<br \/>\n2. <strong>Guam<\/strong>, Hag\u00e5t\u00f1a, Micronesia, North Pacific, 159 thousand<br \/>\n3. <strong>U.S. Virgin\u00a0Islands<\/strong>,\u00a0Charlotte Amalie,\u00a0Caribbean, 106 thousand<br \/>\n4. <strong>Northern\u00a0Mariana Islands<\/strong>,\u00a0Saipan,\u00a0Micronesia, North Pacific, 77 thousand<br \/>\n5. <strong>American Samoa<\/strong>,\u00a0Pago Pago, Polynesia, South Pacific, 56 thousand<\/p>\n<p style=\"text-align: justify;\">They are organized, self-governing territories with locally elected governors and territorial legislatures.\u00a0The citizens do not vote in the general election for U.S. President.<\/p>\n<p style=\"text-align: justify;\">The other eleven territories are small <strong>islands<\/strong>, atolls, and reefs, spread across the <strong>Caribbean<\/strong> and the<strong> Pacific Ocean<\/strong>, with no native or permanent populations.\u00a0Thirty-one former territories became states. The last two states were <strong>Alaska<\/strong> and <strong>Hawaii<\/strong> in 1959.<\/p>\n<p style=\"text-align: justify;\">Some previous U.S. Territories became independent countries: the <strong>Philippines<\/strong> 1946, <strong>Micronesia<\/strong> 1979, <strong>Marshall Islands<\/strong> 1979, and <strong>Palau<\/strong> 1981.<\/p>\n<p style=\"text-align: justify;\">The <strong>Panama Canal Zone<\/strong> was a U.S. Territory from 1903 to 1979, now owned by Panama. The U.S. took possession in 1898 during the Spanish-American War.<\/p>\n<p style=\"text-align: justify;\">The notaries are <strong>civil law notaries<\/strong>, based on <strong>Latin<\/strong> law. To become a notary, an <strong>attorney<\/strong>\u00a0(abogado) who is admitted to practice law must be a member of the Puerto Rican Bar Association and authorized to practice as a notary by the <strong>Supreme Court<\/strong> of Puerto Rico.<\/p>\n<p style=\"text-align: justify;\">Spanish is the dominant language in Puerto Rico\u00a0with English as a second language. Almost all official agencies in Puerto Rico work in Spanish.<br \/>\nWith the economic debt crisis, many agencies are short-handed or backlogged.<\/p>\n<p style=\"text-align: justify;\"><strong>Training and exam<\/strong>: Notaries must pass an\u00a0exam.\u00a0Once sworn in, can practice as a notary for life.<br \/>\n<strong>Notary powers<\/strong>: drafting deeds, oaths and affirmations, issuing statements of authenticity and affidavits, certifying copies or transcripts, certifying facts witnessed by notary, certifying foreign language translations provided the notary\u00a0knows both languages, compiling and maintaining protocols (records), protecting and storing documents, securities, and sums that individuals deposit to secure contracts.<br \/>\n<strong>Notary journal<\/strong>: keep records known as protocols of notary acts for each calendar year. The islands, 40 miles east of Puerto Rico, became royal Danish colonies in 1754, growing sugar cane, produced by African slave labor, and making rum. The primary economic activity is tourism including cruise ships. Portuguese-born navigator <strong>Ferdinand Magellan<\/strong>, exploring for Spain, arrived on March 6, 1521, on the first global circumnavigation. Magellan&#8217;s fleet had 5 ships, each with a notary\/clerk, but only one survived the whole trip and returned to Spain, Mart\u00edn Mendez of Seville, aboard the Victoria. Magellan was killed in the Battle of Mactan (Philippines) by native warriors on April 27, 1521.<\/p>\n<p style=\"text-align: justify;\">In 1734, the Spanish built a royal palace in Guam, the southernmost Mariana island, for the governor. In 1899, Spain sold the Northern Mariana Islands to Germany following the Spanish-American War. After Japan&#8217;s defeat in World War II, the Northern Marianas were administered by the United States, and a covenant to become a commonwealth was approved in 1975.
