does not speak Vietnamese, this helps to bridge the language barrier.\u00a0 It is similar to a Vietnamese phrase book used by a tourist when traveling in a Vietnamese speaking country.<\/p>\n<p style=\"text-align: justify;\">In <strong>Colorado<\/strong>, the notary may not use a human as a <strong>translator<\/strong> or <strong>interpreter<\/strong>.\u00a0 This is because the notary would not know if the translator is being honest.\u00a0 The notary must communicate directly with the signer.<span id=\"more-1880\"><\/span><\/p>\n<p style=\"text-align: justify;\">Vietnamese is ranked\u00a0number 6\u00a0in\u00a0most-spoken languages in the U.S., with about 1.3\u00a0million native speakers.<!--more--><\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"GOOGLE_TRANSLATE\"><\/span>GOOGLE TRANSLATE<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\"><strong>Google Translate<\/strong> is free software that can translate a Vietnamese document.\u00a0 It is available at <a title=\"https:\/\/translate.google.com\/\" href=\"https:\/\/translate.google.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-slimstat-clicked=\"false\" data-slimstat-type=\"0\" data-slimstat-tracking=\"true\" data-slimstat-async=\"true\" data-slimstat-callback=\"false\"><strong>https:\/\/translate.google.com\/<\/strong><\/a> or can be downloaded as a <strong>phone application<\/strong>.<\/p>\n<p style=\"text-align: justify;\">You can cut and paste text from a Vietnamese language document, upload a document file, or enter a website address for translation.\u00a0 That may be useful to translate a Vietnamese language website for a\u00a0<strong>foreign embassy<\/strong>\u00a0or <strong>consulate<\/strong>.<\/p>\n<p style=\"text-align: justify;\">It helps the notary to use <strong>reasonable care<\/strong> to confirm the <strong>title<\/strong> and <strong>purpose<\/strong> of the document.\u00a0 The translated document is not notarized, so the translation does not need to be 100% accurate.\u00a0 The original document in the Vietnamese language is notarized.<\/p>\n<p style=\"text-align: justify;\">The <strong>notary certificate<\/strong> can be in the Vietnamese language, if the notary speaks Vietnamese.\u00a0 If the document is going to a foreign country, and needs an <strong>apostille<\/strong> certificate attached by the Colorado Secretary of State (<strong>SOS<\/strong>), then the notary certificate must be in English.<\/p>\n<p style=\"text-align: justify;\">If the signer does not speak good English, a <strong>Vietnamese\u00a0language notary guide<\/strong> that includes common notary questions and sentences may be a useful tool.\u00a0 Below are some suggestions.\u00a0 The notary may include others as needed for the situation, and then use <strong>Google Translate<\/strong> to generate a numbered list.\u00a0 The notary can then point to the <strong>line number<\/strong> to select a phrase or question.\u00a0 The signer could type an answer in Google Translate and then translate it into
