has released a public version of the previous Federal government version of a document titled <strong><em>Planning and Response to an Active Shooter: An Interagency Security Committee Policy and Best Practices Guide<\/em><\/strong>.\u00a0 The document is available for download at <a href=\"https:\/\/www.dhs.gov\/publication\/isc-planning-and-response-active-shooter-guide\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>ISC Planning and Response Active Shooter Guide<\/strong>.<\/a><\/p>\n<p style=\"text-align: justify;\">The ISC consists of 54 Federal departments and agencies, chaired by the <strong>Department of Homeland Security<\/strong> (<strong>DHS<\/strong>).\u00a0 The ISC mission is to develop <strong>security standards<\/strong> and <strong>best practices<\/strong> for nonmilitary Federal facilities in the United States.<\/p>\n<p style=\"text-align: justify;\">DHS defines an <strong>active shooter<\/strong> as an individual actively engaged in killing or attempting to kill people in a con\ufb01ned and populated area.<\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Active_Shooter_Planning_Guide\"><\/span>Active Shooter Planning Guide<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">The active shooter planning guide serves as a valuable <strong>resource<\/strong> for the private sector to enhance <strong>emergency preparedness<\/strong> and benefit from the information already gathered and organized by ISC.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Active_Shooter_Plan_Elements\"><\/span>Active Shooter Plan Elements<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">All nonmilitary Federal facilities are required to have an active shooter preparedness plan, comprised of these elements:<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\"><em>Security Assessment<\/em> <em> Preparedness<\/em> <em> Communications<\/em> <em> Incident Plan<\/em> <em> Training and Exercises<\/em> <em> Post Incident Recovery for Employees and Operations<\/em><\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Occupant_Emergency_Plan\"><\/span>Occupant Emergency Plan<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">Active shooter considerations may be included as part of another plan, such as an <strong>Occupant Emergency Plan<\/strong> (OEP).\u00a0 An OEP should be reviewed and updated to consider all types of <strong>hazards<\/strong>, including <strong>workplace violence<\/strong>, an <strong>active shooter<\/strong>, or <strong>terrorist incident<\/strong>.\u00a0 Lessons learned from prior incidents and emergencies should be included in plan revisions.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Resource_List\"><\/span>Resource List<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The guide includes a list of resources and web links with additional information including past <strong>shooting incidents<\/strong>, findings, <strong>behavior analysis<\/strong> of the shooter, weapons used, resolution of events, training, equipment and <strong>best practices<\/strong>.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Active_Shooter_Statistics\"><\/span>Active Shooter Statistics<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify; padding-left: 30px;\">Statistics on active shooter incidents between 2000 and 2013:<br \/>\n<em>The frequency of incidents is increasing.<br \/>\n<\/em><em>70% of incidents ended in less than 5 minutes.<br \/>\n60% of incidents ended before police arrived.<\/em> <em><br \/>\n40% of incidents ended with shooter committing suicide.<br \/>\n28% of incidents ended when law enforcement engaged the shooter.<br \/>\n13% of incidents ended when unarmed citizens safely and successfully restrained the shooter.<\/em> <em>4% of incidents ended when armed individuals other than police exchanged gunfire.<\/em> <em><br \/>\nMost common locations were areas of commerce 46%, educational environments 24%, government properties 10%<\/em><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Emergency_Plan_Purpose\"><\/span>Emergency Plan Purpose<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The plans are intended to minimize the risk to personnel, property, and other assets within a facility if an incident occurs inside or immediately surrounding the facility, by providing facility-specific response procedures for occupants to follow.<\/p>\n<p style=\"text-align: justify;\">Individuals must be prepared both mentally and physically to deal with an active shooter situation until law enforcement arrives.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Warning_Signs_Behavior_Analysis\"><\/span>Warning Signs, Behavior Analysis<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">Common motives include anger, revenge, ideology, and untreated mental illness.\u00a0 Fostering a <strong>respectful workplace<\/strong> is one of the best measures for preventing an active shooter incident.<\/p>\n<p style=\"text-align: justify;\">An effective plan will include proactive steps that can be taken by facility tenants to identify individuals who may pose a <strong>potential threat<\/strong> of <strong>violence<\/strong>.\u00a0 Employees should learn the <strong>warning signs<\/strong> of a potentially volatile situation that could develop into an <strong>active shooter<\/strong> incident.<\/p>\n<p style=\"text-align: justify; padding-left: 30px;\">Based on past incidents, warning signs include:<br \/>\n<em>paranoid ideas<\/em> <em><br \/>\ndelusional statements<\/em> <em><br \/>\nchanges in personality or performance<\/em> <em><br \/>\ndisciplinary problems<\/em> <em><br \/>\ndepressed mood<\/em> <em><br \/>\nsuicidal ideas<\/em> <em><br \/>\nnon-specific threats of violence<\/em> <em><br \/>\nincreased isolation, withdrawal<\/em> <em><br \/>\nodd or bizarre behavior<\/em> <em><br \/>\ninterest in or acquisition of weapons or explosives<\/em> <em><br \/>\nrecent escalation in target practice and weapons training<\/em> <em><br \/>\ninterest in previous shootings or attacks<\/em> <em><br \/>\nverbal or written threats or bullying<\/em> <em><br \/>\nstalking or harassing behavior<\/em> <em><br \/>\nproperty damages<\/em> <em><br \/>\nphysical aggression<\/em> <em><br \/>\nassault<\/em> <em><br \/>\nmenacing with weapons<\/em> <em><br \/>\nphysical violence to intimate partners<\/em> <em><br \/>\ndevelopment of a personal grievance<\/em> <em><br \/>\nsignificant personal loss (real or perceived) such as a death, breakup, divorce, job loss, financial loss<\/em><br \/>\n<em>increased use of alcohol and\/or illegal drugs<\/em><br \/>\n<em>unexplained increase in absenteeism<\/em><br \/>\n<em>decrease in attention to appearance and hygiene<\/em><br \/>\n<em>resistance and overreaction to changes in policy and procedures<\/em><br \/>\n<em>repeated violations of company policies<\/em><br \/>\n<em>argumentative<br \/>\nincreased severe mood swings<\/em><br \/>\n<em>noticeable unstable, emotional responses<\/em><br \/>\n<em>explosive outbursts of anger or rage without provocation<\/em><br \/>\n<em>increased mention of problems at home<\/em><br \/>\n<em>escalation of domestic problems into the workplace<\/em><br \/>\n<em>talk of previous incidents of violence<\/em><br \/>\n<em>empathy with individuals committing violence<\/em><br \/>\nFew shooters had previous arrests for violent crimes.<\/p>\n<h2 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Report_to_Threat_Assessment_Team\"><\/span>Report to Threat Assessment Team<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">Warning signs should be recorded and reported to the proper officials, management or <strong>security<\/strong> or <strong>Threat Assessment Team<\/strong> (<strong>TAT<\/strong>) for further <strong>evaluation<\/strong> and <strong>response<\/strong>.
